Yes dazzle dry polish dries matte, however the top coat is very shiny. They do sell separately a matte top coat if that’s the look you going for

Prep isn’t acetone, but its base is alcohol which might be what you smelled. Thank you for the review .

Just read the label for dazzle dry nail prep. No acetone

And it does not turn your nails yellow like other polishes.
