Before the recession/financial depression of 2008; I was financially blessed to where I used to pay my rent sometimes 6 to 8 months in advance!
It is a most wonderful feeling knowing that your bills are covered without having to go to a soup kitchen or a food pantry to feed yourself/family!
That's truly a blessing!
He never answered the question directly; noted an economic expectation in a country that does not have the economic context for said expectation and like any other African in the global south, he cited “culture” as a justification for the normalization of an insane and unfair practice that has no legal regulation. All African dysfunctions are now put under the category of “culture!”

So basically, either people live with their parents longer, borrow money to pay, but in order to properly rent a person has to have a strategic plan or end up in “slums”.
It's justified because it's "normalized"? It's almost a deposit to buy to upfront a year's rent.
He is describing the policies or structuring of the world in which we live.
