Peace..not sure if anyone here in the comments has been to Rikers but I have.
4 building 5 Building-OBCC-C95-8upper-C74 the list goes on and on.
You actually CAN serve 10 years/7 years 6 years ESPECIALLY back in those days.
I served a 3 year sentence there.
It depends on the contributing factors many different reasons can keep you there,some get jammed up in the court system crawling your case through trial,maybe your Co-D is on the run..unfinished sentence.
I knew a guy that was sentenced to 0-Life he was already there a few years when I met him. Some guys know the system and don’t want to go upstate/downstate so they know how to make their case creep slowly through the system and serve their sentences on the Island.

PEACE KING, THANKS FOR THE INFO..I REALLY WAS SPEAKING ON THE PRESENTER SAYING MAINO DID HIS 10 YEAR BID THERE..I KNOW THERE ARE SITUATIONS WHERE IT HAPPENS, I WAS GENERALLY SPEAKING..LIKE PEOPLE LOOK AT 'JAIL' AND 'PRISON' AS THE SAME BUT I LOOK AT IT AS JAIL SHORT TERM (1-3) AND PRISON LONG TERM..THERE ARE VARIABLES, OVERSTOOD..
you could only do a year and a day max after that your going up north
