Hi! That just means that you work those rows on the same number of stitches, so just work 8 rows in single crochet without adding or subtracting any stitches. :)
Hi! It's easy to make her bigger - just use a thicker weight yarn than DK (worsted would probably do it) and go down a couple of hook sizes from the size recommended on the label. I've even seen a very large Morgan made with chunky yarn!
You can, but with a yarn that lightweight you will more than likely see the stuffing. If you want to use a larger hook, you will need to use a heavier yarn (worsted or more).

What kind of yarn is best for dolls? Cotton?
Cotton is a good choice, but I've seen Morgan made with all kinds of yarn. The yarn I chose is a cotton/bamboo blend and I love the way it turned out.
Will you be making more clothes for Morgan any time soon?

I love Morgan trying to make her legs but they keep coming out the size and shape of a golf can someone help me out with this?
What size yarn are you using? The yarn I'm using here is a lighter DK yarn. That would definitely affect how large she turns out.
I don’t know the size but I think my hook is too small for the yarn if I remember. What does work even mean?

Are there any downsides to stuffing dolls with cotton balls?
I've never tried with cotton balls, but when I first started making crocheted animals and dolls I stuffed them with extra yarn. :)
