It's free to declare how much you are carrying even if it's several thousands as long as you can justify where the money came from, now why would you not decalre it?
The issue is that Australian border people have zero understanding of Asian thinking - it is based on how they would be treated in Asia, and so it makes them very scared to declare items and hope they can get away with it - in Asia it is very very different from Australia - especially places like China, where you can simply vanish and end up dead by getting on the wrong side of the law - not kidding - in other parts of Asia there can be extremely drastic repercussions for many things that in Australia are avoided by simply making such a declaration. The forms that are handed to tourists do NOT make it clear that there is no issue if you declare something - so people will try to avoid it, rather than risk prison or worse. I have lived in Asia for a very long time and I know how they think about this kind of thing.

Various ways, it can be done by using a combo of chemicals and tools to remove the holo overlay film, then grind down the paper, add a thin overlay on it and reprint. It will pass cursory visual inspection, which has happened to this chap, as he seems to have previously traveler on this passport.
It's interesting that this Chinese student is studying accounting. However, she couldn't account for her total money. Makes you wonder what kind of "accountant" she will turn out to be. No disrespect to her or her family, but I think she was playing dumb, and her "rich" parents gave her that money as for her "emergency purposes" money. I worked at a famous venue that had passengers from around the world daily. One phone call to our offices would get the daily rate in about 60 seconds when handling foreign currency or travelers checks. You can also go online for daily exchange rates - it's not brain surgery.

The wording of declaration is confusing. It says anything above 10k AUSD should be declared,they should do the proper wording. Any form of currency carrying in total amounting above 10k AUSD should be declared.
not really. $20,000 (AUD + USD, not including the CNY) divided by a year 365 days is roughly $54.8 a day. She needs to have 3 meals a day and it costs around $17 each now, may be a bit less a few years ago, making it $51 a day. Even if she already has a place to live with power and gas on DD, that is barely enough. If she wants to go out with her friends, she might even have to skip a meal or two.

Might not have been the case back then. But these days it's pretty easy to have a linked database where issuing countries will make everything available to other countries. However, I remember movies from the early 90s that claimed that electronic police databases could be pulled up with driver license photos. Didn't seem quite right because I remember my driver license was printed on photo paper and likely not digitized at the time.

they want to limit how much they tip them off to, and they want to limit how much could be used against *them* in court, and so it's standard practice for customs in many countries to understate even what they could prove in court. being vague also gives more room for who they're investigating to slip up and admit to what customs already knows and suspects. not to imply this being morally right or wrong, just stating facts and a couple common motives.

Why not confirm from Canadian Embassy with passport number and photo? He has no reason to forge a passport when he is coming to arrange a sport event.

It's not illegal to bring in cash or other "monetary instruments" (checks, gold bullion, etc) but it's illegal to not declare it.

The wording of declaration is confusing. It says anything above 10k AUSD should be declared,they should do the proper wording. Any form of currency carrying in total amounting above 10k AUSD should be declared.

She needs to have 3 meals a day and it costs around $17 each now, may be a bit less a few years ago, making it $51 a day. Probably to investigate and give her an opportunity to prove it came from a legitimate source. It's better than them outright seizing it on the spot. At least, they give time and an opportunity to produce evidence so you can get it back as she did in this case.

Currently DB of All countries under Brit Crown is linked DB. So AU can check CA or NZ documents in minutes
Might not have been the case back then. But these days it's pretty easy to have a linked database where issuing countries will make everything available to other countries.
However, I remember movies from the early 90s that claimed that electronic police databases could be pulled up with driver license photos. Didn't seem quite right because I remember my driver license was printed on photo paper and likely not digitized at the time.
