For the rest of the world, again, given that they don't have a Navi today, nor does Am Yisrael (from whom they could have sought counsel). The only system which is proper (the least bad option) would be one of a constitutional republic with checks and balances built in and local control fighting federal control, and individual rights fighting mod rule. This is like the U.S. system, which although has eroded tremendously from original intent (as federal control grows, and as less checking happens) but is still somewhat functional in being able to at least push the brakes somewhat on the idiocies. The other component is the base of the system recognizes God as sovereign ('all men CREATED equal, endowed by their CREATOR with certain inalienable rights among...life..liberty..pursuit happiness'). And the last component is the ethic and character of the people of the society. But only with Am Yisrael stepping up to the plate can disasters be averted.
