I grew up on Sydney's North Shore and my Shul was started by German Jews and followed the German minhag. All males from very young boys up wore a tallit during shaharit. These days I live in Jerusalem and in my Shul I see unmarried men, some in the 40's not wearing a talit. It seems weird to me.
Most religious males wear a tallith qatan at bar mitzvah and thus their are doing the mitzvah. the Ari made the blessing להתעטף on a tallith qatan in the miqvah Ari=zal. vide ספר שער הכונות-שבת. the halachic perameters are the same for qatan/gadol.
