Cos he's a a hypocrite who spouts about family and honor when it's convenient to him. Did you noticed that not once in the movie did he visit Miklo when he was in prison, also if you watch the shooting scene where Paco shoots Miklo's leg, Paco double taps and he's like "surprised Pikachu face" you lost your leg holmes. The only time Paco ever talked with Miklo when he was in prison was when he needed something that can help his career.
Well by the time Paco became a cop, he had completely moved on from his past life. When his youngest brother died that's when he completely lost any sympathy for criminals. He eventually did understood and accepted responsibility for what Miklo became at the end of the movie.
I would love to see a sequel to this. 20 years later, Paco close to retirement, La Onda stronger than ever, and Miklo now the same age as Montana trying to stop the young guns as they try to take his throne.
Paco the Gang Unit Captain trying to stop La Onda on the outside. Miklo and Magic (grey haired and OGs now) holding onto a vast empire they started while the young and wild new breed attempts to muscle in. Have to get Geronimo in a short with Texas La Onda chapter!

Yes, Paco shares some responsibility for how things turned out (Miklo initially going to prison for manslaughter and Cruz's back being messed up; Paco egging on Miklo to join the gang). I hate it when Paco lost his brother when he fooled around with the heroin Cruz was using. Still, it does not excuse Miklo's actions. This scene right here was as if Miklo was dead to Paco when he became head of La Onda. However, Paco forgave Miklo as well as himself. Remember, forgiveness is not about the other person, it is releasing yourself from anger and hate; Miklo will still have his woes as head of La Onda and face the consequences of his deeds. A powerful scene here with Benjamin Bratt and Damian Chapa.
