Well by the time Paco became a cop, he had completely moved on from his past life. When his youngest brother died that's when he completely lost any sympathy for criminals. He eventually did understood and accepted responsibility for what Miklo became at the end of the movie.

Remember, forgiveness is not about the other person, it is releasing yourself from anger and hate; Miklo will still have his woes as head of La Onda and face the consequences of his deeds.
