You'd have had a hell of a shock AY if Mo had replied 'Section 33 merely defines a 'public place' specifically in order to help the interpretation of the Public Order Act 1936, it gives no rights, like an implied right of access, whatsoever'.
This is the true legal position, I still though love watching you mention S 33 to people who just accept it (I've just realised that, ironically, it's a security guard's 'not allowed' in reverse!).
An implied right of access does exist of course, but at common law, (meaning in civil law generally) into places where it's reasonable to assume you can enter, so you can't for example legally walk into my house just because the door's open.
