Did I miss something or was the inner rod replacement skipped in the video?

So besides the rust, how can u tell when the adjusting sleeve is bad?

On that outer clamp I am missing the bolt that holds that adjustment sleeve. The clamp is just sitting there loose after my outer tie rod end was replaced by Gerald's. They told me to bring it back but to save time can I just put a regular bolt through there that fits and torque it down ?
