No. If you go morph right as you go off of a ledge, and start holding left the frame after, you accelerate super fast. This is called a QSG, or Quick Shell Glitch.

Fun fact if you're in the shell and have precisely 0 Y-velocity, then un-crouching from the shell gives you a 1-frame window for another jump.
