Hello, there is not a publish button visible when I try to upload a file. There is a pink update button instead and when I attempt to push the update button, nothing happens.

If we understand what you're wanting correctly, we do not have a simple method for setting that up at the moment.

That would depend on what plugin you are using for your customer portal sadly, there is not a universal method for what you're wanting.
I added the PDF with no problem but now it's a large space between the info and the link. Plus the button is far away as well. Please advise.

That could work but not guaranteed to always show up in users searches.

For the classic editor you would normally need to create the button yourself or add the URL to download from.
