A couple Questions on tiller tuning…1. how much can you back out one side or the other before it’s “too much”
2. Is it safe to shoot while the limbs are uneven to see how things feel and hold through the shot??

It is safe to shoot while it's like this because you won't need to move them too much out. I don't know that I've ever gone more than one full turn before I started seeing diminishing returns. Typically you'll find the best hold within that one turn out on a limb pocket.
I measure from cut end to cut burnt end (which will leave some error from how much I burn, but should get me pretty close, half the error? and should allow somewhat for the loop stretching and settling in ?)
I do the same thing. I measure out the beginning piece then tie it and measure again.
Does tiller tuning equate to adjusting timing. Meaning could the same hold be found by adjusting cam timing +/- ?
You can, but what would be gained would be taking the bow out of optimal tune potentially. The cables will mess with creep tuning, holding weight, and draw length/peak weight more than help on the loop height.
