That is a DEWALT 16-Gauge Cordless Metal Shears. I got two of them at an auction for $100 along with some used batteries. I'd never used them before, but wow they work great, they cut through stuff really quickly and easily. I've used them on vinyl, aluminum, steel (thin), and plastics. Not something I think I would have gone out and purchased, but it was part of the auction I won, so turned out to be pretty handy!
