Yes it's just for the hydraulic side. It does start ruin and drive ( just have to clean off the hydraulic fluid on the beltsas the belts are skipping because of the fluid) but they hydraulic pump needs rebuilt or replaced. I still have the pump in the shop to even see if it can be rebuilt...i don't know waiting on them to let me know.
Just bought one today. It is a total POS right now. But i was able to drive it on and off the trailer, so meh who knows. I did notice mine has the exact same ripped out bolt that holds the cage down. Front left.
Lol I tried messing with it day before yesterday and still couldn't get it to prime. Next up is I need to look somewhere before the pump. I'm guessing that's why the original pump burned up.

I have a 310 , the hydraulic pump is just for the lift & tilt . If it’s not moving or steering that’s another issue .

Ive seen these and they are up there in price for how small they are. There a couple iny are with 500-1000hrs from 6-8k
If you have a bad cylinder seal that even leaks a little bit

If you have a cylinder that leaks or seeps it will lose its prime
