You are correct on both cases. Yes. They can not give a normal foul they missed after IRS. But can give C2 or upgrade from normal to C2.
10:10 No call. That is the worst call ever. This was an MMA elbow. The victim needed surgery!!!!!!!

@@franckylibbrecht6103 It looks like the refs feel he touched him with the elbow but not hit him. I´m like you I´m not sure I agree on this decision.
