EU4 but LITTLE NATIONS get BIG BUFFS?

In today's Europa Universalis IV (EU4 1.36 King of Kings) we will be buffing small nations, one province minors, and other weak countries to even the paying field. Small nations within the Holy Roman Empire and India will receive big buffs to hold off the majors, like France, Austria, Russia, China, and many more!
