Firstly. Don't you want a Police presence? 2ndly there are 2 tickets on the van. Meaning he's not been back for a long time. This officer is present with the vehicle the van driver is not.
Sitting in a car outside Burger King parked “illegally “ then no….i never saw any crime going on…I mean where was he before that when Greggs was being robbed?? …end of the day you can’t “break” the law to uphold it…
Does a police presence require a car, in a clearly no parking zone? Not having blue lights implies any "help" could well require them to get out of the car and leave it for a period of time.

He could be there for a number of reasons. You just automatically jump to the bad. Always remember whatever job he's on he can't just tell you.
