Well actually, there is a kind of rule but it’s only useful if you know the origin of the word! In general, the h is « muet » if it is of Latin origin and it is « aspiré » if it is of Germanic (Frankish) origin. It’s almost always true but... not very useful in actual practice! The h aspiré used to be, a very long time ago, a real h like in English or German, but its h sound was lost over time.
I actually heard a recording in which actor Jean-Louis Barrault (1910-1994) pronounced an h aspiré in the expression "en haut." (I think it was in his narration of Lélio, a work by Hector Berlioz.) Could it be that it can be pronounced in extremely conservative elocution? If so, I suspect that it this is now obsolete. Am I right?
