Ogrest from Wakfu is pretty powerful with being able to cause floods by crying, has control over 6 primordial dragons, and has speed and strength capable of tanking twelve gods of his world.
Well, there are a lot of powerful Villains: there is the Lich, who were able to kill and control every life in existing; Him, that could destroy life on Earch; there is Toffee, who were able to destroy all the magic in multiverse; there is evil Morty, who were able to destroy thousands of universes; Golb, devourer of universes, here's also Aku, a world conquering devil; Discord, reality warping god; Shreder, that guy almost destroyed every alternative universe; Black Hat, even Anti Pops were afraid of him. And how is that possibile that Core is that high?

Golb is arguably the most powerful cartoon villain in existence because if you think about it, he can wipe out every other villain no matter how strong they are. Let me explain, Golb is the incarnation of discord and chaos. He only grows more powerful in it which means unless the other villains can create Harmony with each other like what happened in the adventure time finale, he cant be defeated. Also, in adventure time he shows up in glimpses or is referenced to more and more until he finally gets summoned during the adventure time finale almost as if he is traversing time and space to the point in time where he manifests into reality. I would also like to point out he is somewhat responsible for the creation of the lich, who himself desires to destroy the entire universe/multiverse and everyone else with it and can also corrupt and manipulate other ancient beings as well as the dead. Golbs intentions must not be very different. Both of them have sent comets hurtling towards earth on several occasions. Both of them have committed genocide on a global scale before and can do it again.

Besides Infinity Ultron, Bill Cipher easily solos everyone. He destroyed his home, had control of space, matter, and even time after killing time baby. He was only halted by the field around Gravity Falls, and only stopped by the stans tricking him, something that is hard to do against him.
Infinity Ultron is by far my favorite Marvel villain of all time. He forced The Watcher to break his oath and not only directly engage with a multiversal threat but also forced him to create a team to battle him specifically and prevent him from ever coming back into existence. Infinity Ultron makes Thanos looks so minuscule with his universal threat and easily overpowered him by slicing him in half.
Think it’s more due to their mindsets that set them apart. Collector’s mentally child-like & sees things as a simple game (not to mention we haven’t seen the end result of what he’s done to the Boiling Isles yet), whereas Bill is an anarchist & sees causing destruction & chaos as self-entertainment, to the point where his home dimension was destroyed just because he hosted a party it couldn’t endure.

I'd say Justice Leauge Apokalypse war is the closest we got of seeing the OG Teen Titans and I love where Trigon teems up with Superman to take down Darkseid
There were two voice actors for Trigon. Keith Szarabajka in the episode “Nevermore” without the antlers. Kevin Michael Richardson did the rest. Kevin sounds more demonic which is why Keith got replaced I bet
Villainous is a really underlooked series, and this list is the example of that, Black Hat is literally what you could call as the physical form of evil and darkness, who controls reality, can turn the insides out in a person, can paralyze people opening his face, and saying his real name literally kills you.
I know a lot of people are completely missing this baddie out, but the Son from Star Wars the Clone Wars should've been added onto the list. Because this force wielding God is literally the embodiment of the darkside of the force. In the Mortis arc storyline, he has the powers to shape-shift himself into certain creatures like some of the other mortis Gods such as the father (who is the embodiment of bringing balance to the force) and the daughter (who is the pure embodiment of the light). This darkside user has the ability to produce red force lightening to fight off his mortal foes. Not to mention, he manipulated Anakin into darkside before Palpatine did and tried to plot a domination upon the entire galaxy with Anakin, being the chosen one allying with him. And given that the Mortis Gods are entirely immortal, they cannot die. The only glaring weakness that the Son and the other Gods does have that could cause him to perish is if he gets impaled upon a mortis blade that can kill Gods. That's how powerful the Son is, trust me you do not want to fight this God.
And not to mention that he’s capable of directing corrupting others with the Dark Side itself (at least by biting them in one of his other forms) to not only control them but also even extinguish their life force once he’s done using them. As was what he did with Ahsoka in his initial attempt to force Anakin into joining him, though the Daughter’s life force was able to both revive her & purge the Son’s corruption.
@ManofMercy For real, and even after committing fratracide on his own sister, he inadverdilly caused his own world to plummet into darkness, causing him to drag Anakin to the darkside even more. And even then, the son almost succeeded with his plans to rule the entire galaxy. Heck, if he could even Palpatine wouldn't have stand a chance against him. Especially when challenging a fight with a space God.
I'm surprised that Discord from mlp fim didn't make this list, sure he was reformed later on in the series but he was still one of if not THE most powerful villain in that show at the time. in fact to this day a lot of people still think that reforming Discord was one of the dumbest decisions that the mlp writers ever made.
Discord definitely worked better as a villain, but I didn't mind him turning good. He reminded me of Loki in a lot of ways, using trickery and not knowing which side to fall on. But if anyone from MLP deserves to be on this list, I'd argue that it should be Tirek. He starts off weak, but in the last few episodes of Season 4, he carries out his plan flawlessly and basically becomes a Godzilla-sized juggernaut with most, if not all of every character's magic in his arsenal (including Discord).
9:24 Child was getting a power boost from the order of chaos in order to recall Klarion by force. Although, her familiar flaw, being made out of a strong material does give her a small edge.
Wuya's presence in Xiaolin Showdown killed a forest and she wiped out the team and took over the world without so much as batting an eye. She needed to be on this list.
Trigon is the only villain I know on this list. These are scary facts about these powerful villains! You do not want to mess with them. I don't like how they're all villains.

Top 3 (In my opinion): 1. Infinity Ultron 2. Anti-Pops 3. Bill Cipher It's all Infinity Ultron for this list. He can destroy everything in existence! Everything!

When it comes to powerful villains I’ve always given the nod to Trigon from Teen Titans who literally took over the world like it was nothin and then able to fight Darkseid in Apoklips and then another one would be Ultron with the infinity stones and Darkseid in pretty much a lot of the DC animated movies cuz the dude is unstoppable

Something interesting about TLOK: 1. TLOK is DieselPunk fantasy (reason why there are cars, airships and RetroFuturistic technologies like Mechas) and main theme is conflict between tradition and progression and what place Korra as a person and Avatar have in this new modern world. 2. TLOK have two story arcs, Book 1 is more or less self-contained mini series, while Books 2, 3 and 4 were simultaneously in production and make a 3-part story arc that is basically a reverse ATLA story arc. First arc I call "The Equalists arc" while second arc I call "A New Spiritual Age arc". Titles of Books aren't random: Book 2: Spirits is dealing with changes between Material and Spirit Worlds, Book 3: Change is dealing with unforeseen good and bad consequences that change caused, and Book 4: Balance, well, to finally find Balance in this new modern, drastically changed world. 3. Aang fights a super villain, Ozai, who is a firebender, who is horrible to his children (brother and sister), and who uses a cosmic event (Sozin's Comet) to boost his powers to try destroying the world at the END of the story. Korra fights a super villain, Unalaq, who is a waterbender, who is horrible to his children (brother and sister), and who uses a cosmic event (Harmonic Convergence) to boost his powers to try destroying the world at the BEGINNING of the story. 4. At the end of ATLA Book 2 the Earth Kingdom has fallen and Aang almost die at the end and Katara take care for his recovery. At the end of TLOK Book 3 the Earth Kingdom has fallen and Korra almost die at the end and Asami take care for her recovery. 5. Unalaq misused spiritual and mystical powers for destruction and conquer, Kuvira misused scientific and technological powers for destruction and conquer, and replicate Unalaq/Vaatu powers by making basically Mecha-Unavaatu. 6. The creation of a new Spirit Portal in the middle of Republic City actually has a great symbolic meaning. Republic City represents modernity, science and technology, while Spirit Portal represents traditional, spiritual and mystical. Spirit portal in the middle of Republic City symbolizes that Balance is possible. Korrasami also symbolizes that, Asami who represents and symbolizes progress, science and technology and Korra who represents and symbolizes tradition, spiritual and mystical.
I'm pretty sure either Zarkon or Honerva deserve a spot--Honerva might not have had such a high power level per se, but she only failed to wipe out every universe in existence because she was TALKED out of it at the last second. She kinda came closer to success than even Infinity Ultron.
The 1983 _Dungeons & Dragons_ animated series featured a villain who qualifies as an eldritch abomination. He Who Must Not Be Named is a column of lightning and balefire several hundred feet tall, whose presence causes thunderstorms for many miles in all directions and melts the ground over which he passes. He is "the ruler of many universes, but his goal is to rule the entire cosmos with evil". Neither Dungeon Master nor Venger were able to defeat him, and they were both forced to retreat to the underworld to escape.
I feel like The Core, The Collector, and Bill Cipher could have work as the same character. However, each show managed to make each powerful villain be its own antagonistic force despite their similarities in terms of story.
Thanos doesn't believe he is evil. He thinks that eliminating half the population of the universe makes things better for the survivors by effectively doubling their per capita resources. Why he doesn't double the available resources is a mystery, Or he could try a more subtle plan in which he reduces their ability or desire to procreate.
I have to say you forgot about Aaravos from the Dragon Prince. He’s one of the great ones, the most powerful mages in that universe, and is born from the most powerful and elusive arcanum in the show, being a star touched elf. He’s also the most powerful Archmage in history, having mastered all six primal arcanum, and he is called the Father of Dark Magic, the seventh tainted arcanum. His deception is so great that he created conflicts for centuries without the most powerful beings in the world even suspecting that he was to blame. Every single conflict in that universe was caused by Aaravos’ whispers. He can control any being who dares to use Dark Magic, and has been the catalyst of some extremely horrific spells: like turning a dragon to stone, trapping souls, blotting out the light of Lux Aria, disintegrating an elf with a single touch, and raising a legion of lava soldiers. He was only able to be imprisoned by trickery that involved every single one of the most powerful Dragons and Elves, and yet, he is still able to pull the strings. One of the most genuinely terrifying antagonists in animated media, period.
TBH It should have been Belos on there with his backstory, his curse, him making clones of Caleb, and his relationship with Hunter it would have made so much more sense
amazing list. My only issue is the infinity stones only work in their dimension. Infinity Ultron wouldn't be able to use them in all the other dimensions, he would have to recollect them. I imagine he would get really good at it eventually.
While although that is normally true that doesn't apply for What If. What If exists as Marvel's way of saying in this space there are no rules that define anything. Anything can and will fly whether it makes sense or not.
All of these cartoon villains were great, in fact, Bill Cipher has become one of my favorites, but there is a 1990s villain who could also make this list if someone would bother to talk about him. Does anyone remember Oberon from Gargoyles? He was essentially a god with a bad attitude problem who's only weaknesses were a certain type of energy output and iron. He tried to kidnap baby Alex, his step grandson having been born to David Xanatos and Oberon's stepdaughter Fox, daughter of Oberon's ex-wife Tatiana and her second husband Halcyon Renard who also happened to be Xanatos' former business rival turned father-in-law, with the intent of raising and training the boy which everyone else on the show agreed was a bad idea. As a god like being Oberon was the most powerful chracter in the entire series and was therefore very difficult to defeat despite his two known weaknesses.
Well, Vilgax is not that powerful. When Ben was 10, sure, but Ben easily surpassed him in Alien Force. The writers had to make Ben stupidly break the Omnitrix to nerf him for the fight
Wow! Yeeeeesssssss!! Infinity Ultron is on number (#1) spot scary-looking Animated or Cartoon Villains. When I first see Infinity Ultron fights, it just starts the heart in me pounding fast.
Infinity Ultron really deserves in the #1 (number 1) spot because Infinity Ultron's intelligence is beyond infinite that no one can knows what's gonna defeat or beat him with.
IKR? Lord Commander can tangle with some of these villains in his base form and in his Titan form he's even stronger yet next to Invictus he's a worm even at his strongest

There were two voice actors for Trigon. Keith Szarabajka in the episode “Nevermore” without the antlers. Kevin Michael Richardson did the rest. Kevin sounds more demonic which is why Keith got replaced I bet
Villainous is a really underlooked series, and this list is the example of that, Black Hat is literally what you could call as the physical form of evil and darkness, who controls reality, can turn the insides out in a person, can paralyze people opening his face, and saying his real name literally kills you.
I know a lot of people are completely missing this baddie out, but the Son from Star Wars the Clone Wars should've been added onto the list. Because this force wielding God is literally the embodiment of the darkside of the force. In the Mortis arc storyline, he has the powers to shape-shift himself into certain creatures like some of the other mortis Gods such as the father (who is the embodiment of bringing balance to the force) and the daughter (who is the pure embodiment of the light). This darkside user has the ability to produce red force lightening to fight off his mortal foes. Not to mention, he manipulated Anakin into darkside before Palpatine did and tried to plot a domination upon the entire galaxy with Anakin, being the chosen one allying with him. And given that the Mortis Gods are entirely immortal, they cannot die. The only glaring weakness that the Son and the other Gods does have that could cause him to perish is if he gets impaled upon a mortis blade that can kill Gods. That's how powerful the Son is, trust me you do not want to fight this God.
And not to mention that he’s capable of directing corrupting others with the Dark Side itself (at least by biting them in one of his other forms) to not only control them but also even extinguish their life force once he’s done using them. As was what he did with Ahsoka in his initial attempt to force Anakin into joining him, though the Daughter’s life force was able to both revive her & purge the Son’s corruption.
@ManofMercy For real, and even after committing fratracide on his own sister, he inadverdilly caused his own world to plummet into darkness, causing him to drag Anakin to the darkside even more. And even then, the son almost succeeded with his plans to rule the entire galaxy. Heck, if he could even Palpatine wouldn't have stand a chance against him. Especially when challenging a fight with a space God.

I'm surprised that Discord from mlp fim didn't make this list, sure he was reformed later on in the series but he was still one of if not THE most powerful villain in that show at the time. in fact to this day a lot of people still think that reforming Discord was one of the dumbest decisions that the mlp writers ever made.
Discord definitely worked better as a villain, but I didn't mind him turning good. He reminded me of Loki in a lot of ways, using trickery and not knowing which side to fall on.
But if anyone from MLP deserves to be on this list, I'd argue that it should be Tirek. He starts off weak, but in the last few episodes of Season 4, he carries out his plan flawlessly and basically becomes a Godzilla-sized juggernaut with most, if not all of every character's magic in his arsenal (including Discord).

When it comes to powerful villains I’ve always given the nod to Trigon from Teen Titans who literally took over the world like it was nothin and then able to fight Darkseid in Apoklips and then another one would be Ultron with the infinity stones and Darkseid in pretty much a lot of the DC animated movies cuz the dude is unstoppable
Also, you cant really defeat the literal embodiment of evil, only imprison him. As long as life exists, so does evil, and so does Trigon

Something interesting about TLOK:
1. TLOK is DieselPunk fantasy (reason why there are cars, airships and RetroFuturistic technologies like Mechas) and main theme is conflict between tradition and progression and what place Korra as a person and Avatar have in this new modern world.
2. TLOK have two story arcs, Book 1 is more or less self-contained mini series, while Books 2, 3 and 4 were simultaneously in production and make a 3-part story arc that is basically a reverse ATLA story arc. First arc I call "The Equalists arc" while second arc I call "A New Spiritual Age arc".
Titles of Books aren't random: Book 2: Spirits is dealing with changes between Material and Spirit Worlds, Book 3: Change is dealing with unforeseen good and bad consequences that change caused, and Book 4: Balance, well, to finally find Balance in this new modern, drastically changed world.
3. Aang fights a super villain, Ozai, who is a firebender, who is horrible to his children (brother and sister), and who uses a cosmic event (Sozin's Comet) to boost his powers to try destroying the world at the END of the story.

Republic City represents modernity, science and technology, while Spirit Portal represents traditional, spiritual and mystical. Spirit portal in the middle of Republic City symbolizes that Balance is possible.
Korrasami also symbolizes that, Asami who represents and symbolizes progress, science and technology and Korra who represents and symbolizes tradition, spiritual and mystical.

I'm pretty sure either Zarkon or Honerva deserve a spot--Honerva might not have had such a high power level per se, but she only failed to wipe out every universe in existence because she was TALKED out of it at the last second. She kinda came closer to success than even Infinity Ultron.

When it comes to powerful cartoon villains all these powerful beings in cartoons had me shaking with fear.
The 1983 _Dungeons & Dragons_ animated series featured a villain who qualifies as an eldritch abomination. He Who Must Not Be Named is a column of lightning and balefire several hundred feet tall, whose presence causes thunderstorms for many miles in all directions and melts the ground over which he passes. He is "the ruler of many universes, but his goal is to rule the entire cosmos with evil". Neither Dungeon Master nor Venger were able to defeat him, and they were both forced to retreat to the underworld to escape.
You forgot one person that can defeat infinite Ultron, Stan Lee, he is omnipresent and he’s able to create anything with his mind.
I feel like The Core, The Collector, and Bill Cipher could have work as the same character. However, each show managed to make each powerful villain be its own antagonistic force despite their similarities in terms of story.

Why he doesn't double the available resources is a mystery, Or he could try a more subtle plan in which he reduces their ability or desire to procreate.

I have to say you forgot about Aaravos from the Dragon Prince. He’s one of the great ones, the most powerful mages in that universe, and is born from the most powerful and elusive arcanum in the show, being a star touched elf. He’s also the most powerful Archmage in history, having mastered all six primal arcanum, and he is called the Father of Dark Magic, the seventh tainted arcanum. His deception is so great that he created conflicts for centuries without the most powerful beings in the world even suspecting that he was to blame. Every single conflict in that universe was caused by Aaravos’ whispers. He can control any being who dares to use Dark Magic, and has been the catalyst of some extremely horrific spells: like turning a dragon to stone, trapping souls, blotting out the light of Lux Aria, disintegrating an elf with a single touch, and raising a legion of lava soldiers. He was only able to be imprisoned by trickery that involved every single one of the most powerful Dragons and Elves, and yet, he is still able to pull the strings. One of the most genuinely terrifying antagonists in animated media, period.

amazing list. My only issue is the infinity stones only work in their dimension. Infinity Ultron wouldn't be able to use them in all the other dimensions, he would have to recollect them. I imagine he would get really good at it eventually.
While although that is normally true that doesn't apply for What If. What If exists as Marvel's way of saying in this space there are no rules that define anything. Anything can and will fly whether it makes sense or not.
All of these cartoon villains were great, in fact, Bill Cipher has become one of my favorites, but there is a 1990s villain who could also make this list if someone would bother to talk about him. Does anyone remember Oberon from Gargoyles? He was essentially a god with a bad attitude problem who's only weaknesses were a certain type of energy output and iron. He tried to kidnap baby Alex, his step grandson having been born to David Xanatos and Oberon's stepdaughter Fox, daughter of Oberon's ex-wife Tatiana and her second husband Halcyon Renard who also happened to be Xanatos' former business rival turned father-in-law, with the intent of raising and training the boy which everyone else on the show agreed was a bad idea. As a god like being Oberon was the most powerful chracter in the entire series and was therefore very difficult to defeat despite his two known weaknesses.
