The Lotus of the Palace was the final thing he needed to collect/do to trigger the Owl Invasion. When the Owl Invasion triggers, all the idols in Ashina Castle get reset and need to be re-unlocked, except the Abandoned Dungeon Idol, which gets auto-unlocked and set as your last communed Idol at that point.
