How did I get spotted on the POTA page?

- I decided to activate Biscayne National Park but I forgot to spot myself before arriving to the park.
I have extremely poor cellphone service and their WiFi is unreliable.
I was trying to activate without getting spotted.

There are park rangers but they have never checked on me at all. There are always so many people there even during the morning.
Where can i get a key that straps to my leg like that?
