Honestly it's surprising they had any Republic forces in that sector. Even at its peak the former Republic didn't typically bother to have forces in the outer rim like that.
I wouldn't be surprised if the rebellion sparked even with those in the outer rim. Few patrols distant from the first orders attack. Now they still operate in the sector, also, those X-wing fighters will always be a delight to see on screen

It mostly became a problem after the collapse of the Old Republic, but the planets in the Core were able to scrap together the beginnings of a new galactic republic. After a while, they expanded and brought in most of the Middle Rim, and about 500 BBY they started expansion into the Outer Rim and Wild Space. This time period is known as the High Republic, and it's considered a pretty golden age for the republic. It's the majority of Yoda's lifespan (about 5/9ths), and because of that, it explains why Yoda was so lax in his duties as the Grand Master of the Jedi, focusing on maintaining a carefully balanced peace instead of rooting out evil and corruption (even frequently overlooking evil and corruption in the name of said peace).
