For example, how the tsarists Russia could conquer all of China? They can't just start a war of conquest and take huge territory without repercussion from another great powers. These great powers are rivals and they can really become thorn in your side. They can supply your opponents with cash, weapon and, if necessary, intervene directly. Remember Crimean war? That's exactly what will happen if Russia push beyond Manchuria.

While is probably too simplistic to suggest it was all about saving plucky Belgium for Britain, I also find it very improbable that Britain would have sat back because Russia was more powerful. I strongly disagree. If Russia was more successful in the Far East as a consequence of Japan remaining backwards it would spend its expansionist energy keeping those areas subjugated.
