Try using a small pin float, as there's usually just enough current to pull them further into the pipes. Some lines even the southern breeze we have everyday here in Texas will be enough to push the setup further than you can get it to go even skipping jigs or small worms with tiny weights pegged to them. I used that as well as what you're doing way back in the 80's and early 90's when they built many ponds, and canals well ahead of the housing, and business parks around the areas north of Dallas. While most of these were fed off the Trinity River, which in turn was well stocked by lake Lewisville, and I'm sure the old fish hatchery that was once actively stocking fish for that part of north Texas. Sadly it's all been too crowded by urbanization, and people aren't as friendly in these areas as they once were. In addition to the state shut down the old hatchery years ago, then couple high dollar golf courses bought up large tracks of land. Plus the city of Lewisville built one of the largest landfills in the area making that whole area including the river no longer accessible to enjoy the once excellent fishing, and small game hunting areas available once upon a time.
The explanation on technique was welcome. All I know about fishing is from you, Josh and some dude in North Dakota on a kayak. Few of you say “I’m fishing a ___ on a ___ pound ___ line because….” Or “this feature is good for …”. Take all of a minute in the very much zen very much entertaining video series.
lol i paddled my yak through one to another lake and half way through fish were jumping landing in the deck of my yak. come out soaking wet with 4 bass in the yak.

Use a balloon to float your bait farther into the storm sewer. Of course it only works if the water and/or wind is going into the storm sewer.
