I would have to reject that idea. I do believe there were feelings there, but they were never acted upon. Before they could, Tai was abandoned by Raven and needed somebody to be there for him. Summer filled that role and love just blossomed. Edit: You also have to remember that Summer was there for Tai after Raven left. Raven left when Yang wasn't even a year old. Yang is two years older than Ruby. Do the math and you can be certain that Tai is indeed Ruby's father.
Qrow_Branwen I would like to believe that Qrow had an old flame for Summer but, he was never able to act on it because he probably thought she would be caught in his semblance and didn’t want to put her in danger. He may not be Ruby’s birth father but, he still loves both her and Yang as if they were his own children. He just doesn’t want them involved with his bad fortune.
