A significant portion of people were just waiting for a moment to not like the Captain America movie with not Captain America. These movies have such large budgets that they cannot afford to lose any of the audience in order to be successful. With a budget estimated at $275 million and another $100 million in reshoots, not to mention marketing, it is cooked. This statement, whether intended or not, likely cost this film a minimum of $100 million.

He was trying to say that the characteristics of Captain America transcends across country lines and nationalities.
