No you can't do that you can build the entire internet but you'll never build a fish door without killing the fish you better add a fish breeder and dispose a new fish every time the 1st one die

Comparators can both compare signal powers (redstone dust strength) AND subtract them, they can get signals based on the amount of items in a container, if certain components are powered (for example the new copper bulb) and do all of this in a 2 tick delay. More info can be found on the wiki.
I am not sure where your number 1/64 is coming from. The probability for that sequence is 1/4096. Because these are independent events using the formula P(A and B) = P(A) * P(B), and we know P(A) = P(B) = 1/4096, we get the probability of both events occurring being 1/4^6.

A "real" network of computers in minecraft would require a modded server which runs redstone A LOT faster than vanilla.

I always wondered how long it’d be until someone made a network of redstone computers. Though if you wanted to do send data between computers of a meaningful power over a useful distance you’d probably need that mod that makes redstone 10,000x faster to have a chance of seeing it complete within your lifetime
The cool thing is that it dosn't get slower the more entries you add. So it doesn't matter how many computers are connected to the network. The speed stays the same :)
