Well I don't know much but you need to know German atleast of B1 level. And after two years of studying in India you will have to study for 2 - 3 years in Germany.

Mostly Universities listed on the website are just to attract audience none of them accepts full transfer...

UIUC is possible, but with a lot of hard work. You need a CGPA of 3.8+ in ICAS to get into UIUC, that too not Computer Science but Statistics+CSE. Pure CS is 3.9-4!

Yeah you can apply in abroad itself , but that depends on the university too. Here nobody takes notes on iPad , but you can do so after taking permission from respective professor of the subject .
