Tbh that's actually an important distinction. Not all of the Wermacht were Nazis (in fact, most of them weren't) but were either convinced into fighting through other means (Hitler did a lot more than throw around hateful rhetoric) or were brow-beat into following orders (though that excuses nothing). From what we've seen of him Stroheim doesn't really ever demonstrate any following of the Third Reich doctrine, he's simply just a REALLY patriotic soldier, possibly blinded by his pride for his country.

Stroheim is my favorite character in JoJo. The fact that his character is amazing is one, the important reason is that he saved Joseph from doing a suicide mission to stop Kars. That alone made me love him indefinitely, because if you think about it, if Joseph died, Kars would devour all of Earth's creature including humans. Let's say Joseph suicide mission did succeed, then who would stop Dio because Jotaro would not exist. Stroheim caused us to see Part 3 to begin with by saving Joseph Joestar who is the grandfather of Jotaro who will kill Dio.
kitsada 2.0 possibly, but dio could just use the world, smash the lights and then break stroheim‘s neck, stroheim‘s lack of a stand would be his ultimate downfall.

You should also point out that Strohenheim is especially honourable and not a nazi in ideologi (this is a guess though since he had no issue with Smokey, and must have ordered his men to leave him alone when he wasn't there for the fight with Kars)
