Love these videos, but be careful. Saw someone on Twitter with a screenshot of this video saying they hate you're using AI instead of doing an impression, hiring voice actors, or just having no voices with subtitles, don't want you being in a similar situation to that guy who made the FNAF x Scooby Doo crossover.

Most skins get added to the game files at the start of a season. You can even see it in-game now if you go to hero gallery > Mercy skins > Filters and turn on Unowned. 🙂. I'm assuming the creator of the video just used a ripping tool to get the model from the live game.
