Is there a cap on how many echoes i can apply?

Not really, in practice the cap is how many you can cast before running out of time and the first ones you applied expire. Normally the most you can do is use TA, spend all your essence casting echoes while TA cools down and then cast TA again. At that point the echoes from the first TA will have around 4 seconds left so you don't have room to apply many more

it's a help/harm keybind, when my mouse is over a friendly target it casts echo and when its not it casts fire breath
