Thx for sharing. Seems as though this ballast never worked from the factory or it was dropped ripping both of those wires through the solder.
I hope this video will now afford you to buy some tools. My prescription is: Needle Nose pliers, Wire Strippers, Tweezers and a better soldering iron. Copper clad irons don't corrode.
As for the soldering iron, you are allowed to dress the tip (reshape it) so that it will solder.
Not for this job but a low cost meter is essential.

It's a ferrite core.

What is the purpose of using it.
@@vijaymallampati9797 It effictively increases the inductance of the small coils wound around it, so when using the ferrite core, you can use much smaller coils - in other words fewer turns are needed to get the same effect.

Not a practical repair. Buy a new one. Even more so if you did not have supplies on hand.
