I crank a radio blasting a Neil Diamond tune as you can hear it as compared to a light which you may not be able to see it at the panel but I did buy that tool at Harbour fright thinking I could use it as a way to find a short or break but realized that is not the case.

Can you identify the outlet even if their is no power/not hot but you want to know which breaker it is wired to ?

There shouldn’t be any power at all. Working with live wires can be very dangerous.

I use a lamp, I plug it in and I turn off 1 Circuit Breaker at a Time Until The Light Goes out.
