If you listen to the 5 vault tracks on 1989, the first one called Slut! is the beginning of the relationship. She says he didn’t say he loves her but he will. In the second song, Say Don’t Go, she says that she tells him he loves her and he doesn’t say it back. There is literal silence. On this one, the 5th song, she is wanting him to come back and say he loves her. She ends the vault with, “but no!”
Cruel Summer was from a different album though. Many people speculate she’s talking about Joe and/or Tom in that song while the 1989 ones are about Harry Styles.

I actually think that say the one thing i’ve been wanting can yes be “i love you” but also it can be “we’re over” in my head the thing that she’s been wanting in the entire song is the closure of things and as you can see in the ending she didn’t get it. She said “say the one thing I’ve been wanting but no.” in the end and its all fading music in the background right after and cut - just like how the relationship end. As people who go through relationships we have those types were we never really have the closure we just went on with our lives and it faded and ended on its own with time.

And actually, she performed Is It Over Now? as a surprise song on her tour and fans started singing the OOTW bridge during the music break and then she went ahead and sang it herself! I'm just now seeing EXACTLY what "did you think I didn't see, there were flashing lights" is pointing to. At first I thought it was because paparazzi was all over Harry and Taylor when they went out in public. Now I realize it's about Harry being paparazzi'd with other girls behind Taylor's back but clearly not because there were "flashing lights". And "only rumors" is basically the lyrics she's written about her relationships and how people can interpret them in different ways, yet she might have never publicly said the name of the person the song is about. "I slept all alone, but you still wouldn't go" could mean that Harry was out in the night partying while Taylor was home alone or the first time I thought about this lyric, I was picturing that Harry was there but not therrrre. He wasn't all in like she was and he didn't show up for her the way she did for him.
I just have to say that I really, really appreciate seeing two men so openly and genuinely enjoying her talent and praising her. No macho BS here! We need more men like you in the world. 🫶🏼
