Maybe Goofy has a case of this. That would explain the pink hands in a mostly black body. This blotching effect can happen to dogs. Lady and Copper are two Disney dogs that are a lot more realistic. They have pale feet too. Then there is Dodger, who is the opposite. He is mostly white with the blotching effect. However he has grey feet, which are darker.

It’s also just a stylistic choice. In a theme park called the Efteling, the parks mascot is Pardoes, the magic jester. He was never really animated in a 2D style, although he still has white gloves. I imagine the designer thought it would be weird for him to just have human hands so he gave him white gloves and white leggings to match :D
