One is depending on future value other one is depending on present value how can we say the whole system is dynamic...
Definition of static is its output depends only on the present input ..So there is not only the present so we taken the system as dynamic...tq👍🏻

forget the shifting. t-2 is less than t, therefore t-2 is the time before t hence it is the past. if the time is 5 pm, then t-2 is 3.
