That is correct, i can confirm that cause the truck i have now has an viscous fan clutch and that one is controlled by the ecu so there is no air going to it. I did wire a switch to that pin and it works...
Is the wire that broke electric or is it a small air hose? Either way, system is designed to have the fan always on if anything beakes. If your fan dosen't turn at all with the wire broken that means the fan clutch is bad
What year is your truck? My fan turns with my engine. On my other truck it is like yours here barely if at all spins until it kicks in. A shop told me I need a clutch. I may but he said it is NOT locking in to me it seems locked in all the time.

My fan stopped blowing even at 240°F on the gauge. Clutch is good tested with draining air from tanks fan turns on in emergency mode. What is need be replaced?
About an amp so any gauge wire will do. I did put a switch on mine and it works great. Only things to remember are: start the truck with the fan off AND if the truck computer turns the fan on like when u climb up a hill and u let the temp get up yo the point where the truck computer turns the fan on, wait until the computer turns the fan off again, before u manually turn it on again, else the fan will stay on until u stop the truck and turn it back on. This is because, when the computer turns the fan off, it dose it by supplying ground to the switch. The switch always gets positive . It's the ground connection that the computer controls the switch with. So when the computer supplies ground to the switch it also checks for continuity. When you have manually turn the fan on from the cab you brake the connection and the computer thinks it's a fault and stops supplying ground until u stop the truck

There is an easier way. Pin 19 on Ecu under the fuse box in dash. Its that wire and you only need a switch to ground

I just changed fan clutch fan never comes on unless i unplug solenoid will changing solenoid make fan come on and turn off as normal???

If u can prevent the fan from spinning while the engine is running the clutch is bad even a little movement while engraved is sign of a bad clutch
