This is a feature. Crafting mats (like the ones in Emma's changing room) respawn every time you load a save. Carlos' inventory also resets after each load.

Join a mate lobby drop your weapons you want to dupe close the game rejoin your mate and boom you got your weapons in your inventory and they are also on the floor where you drop them have fun duping your weapons and making money.
