If you want to convert a webpage to pdf I have two solutions today that are totally free. The link you will need for the second option is www.ilovepdf.com/ and this is an amazing free site for so many pdf needs.

Do you mean so that people can download it? You would need to add it to Google Drive or Dropbox, or send it via your email provider.
