The fact that the parakoopa turns red after stomping it makes me think that maybe the shell color once indicated the koopa's status, like in the original Mario bros for arcade
Apparently, red Paratroopas in this game have green Koopa physics after their wings are stomped off, so they’ll fall off ledges, unlike normal red Koopas. Another interesting fact is that Koopa shells can be used to kill bullet bills in SMB, but only if they’re shot from off screen. Bullet bills that come from blasters can’t be killed with Koopa shells. But, Super Mario Maker fixed this weird disparity in the SMB style, which is why most people don’t realize its existence.
There are also exclusive to smb1 and smb2(JPN) walking hammer bros. They were never seen again. Not even in super Mario maker series. They would continue to walk towards you throwing hammers. Some were already coming at you as soon as they came on screen. Very scary. 😜😜😜
I am pretty sure it's just a variation of normal hammer bros. It is used, to trigger it you have to stand in front of them for a while and they walk towards you.
I remember as a kid I was too scared to try and get past the Hammer Bros., so I stood there and watched them for a while, trying to find an opening. Imagine my surprise when they suddenly started walking towards me. In SMB2 Japan aka. The Lost Levels Hammer Bros. always walk towards you in later levels. As long as you have running speed you can easily jump over them. It makes World 8-3 much easier than it initially seems.

Perhaps the red Koopa was initially meant to be a palette swap for certain levels, rather than a proper enemy?
