I am sorry, are you asking a question? If yes, then IELTS is important regardless of which field of psychology you want to work in. You have to take this exam if you come from a non-English speaking country.

Generally, doctoral degrees (like DClinPsy) require that your undergrad degree is BPS accredited and a conversion course would allow for the accreditation for you to proceed to doctoral programmes. However, please note that DClinPsy programmes are very competitive especially for international students (not trying to scare you though). Hello, UK is accepted 3 year Bachelor's degree in psychology for international students. Or 4 year must be compulsory?
3 years is usually accepted unlike the US and Canada.
can we do doctorate without MSc ?
It might be possible but your application needs to be very strong, especially a solid research background and experience.
