Umm man I'm terrible with sizes weights etc maybe 1/8 1/6 weight and 1 size hook ? , but just think of the fishes mouth etc , also depends on what size line , rod etc
Oi mate for herring any soft plastics will work literally anything but for a better hookup ratio I recommend a 1/8 jig head with a 2.5 inch plastic preferably paddle tail but I had half a paddle tail that got mangled from blowies and caught just as much herring

Not sure on the length but the rod is a Shimano zodias 3-6 kg and reel Shimano stradic ci4 2500
