Women (and everyone else) always have their faces looking down at their phone screens rather than up looking for attractive people. I think men are less aware of the signs and women give signs much less than ordinary. The reality is they may want you to approach but are terrible at giving signs or do not feel it is necessary. Men a terrible at picking up the signs (when they rarely are given them) and thus assume the woman looking down at her phone does not want to be approached.
All this is assuming you are even around women , most guys I know are not in female circles ever, I work solely with men if there is 1 women it would be harassment to even say hey

A lot of these are friend zone, basically if she hints at something like "I have no one to spend New Year's Eve with" then that's the biggest sign.
