Basically, the devs didn't know what the movie was about but had to make a game about Piglet. The director came up with the idea of 'Resident Evil for kids', and pitched it to Disney as such, with the gameplay revolving around that idea, all to justify the basic concept of Piglet's courage to overcome his personal anxiety in order to save those he cares for. Disney was very supportive, just wanting the devs to make a good game. It was intended as an introduction to Resident Evil-style gameplay and the horror genre as a whole for children. On top of that, combat was made intentionally too difficult so that kids would be forced to consider when to fight and when to run, which enemies to leave be and which enemies to eliminate in order to make traversal and back-tracking easier. The lead designer wasn't allowed to tone down combat difficulty. Game itself is pretty good, but that combat really does become pretty brutal later on. They really achieved their core concept of survival horror for kids, through the game's exploration, puzzle-solving, camera angles, atmosphere, gameplay decision-making and backtracking. What it lacks for in traditional resource management it more than makes up for in combat difficulty and time.
