playing it myself and not getting all the waddles dees in most levels first try taught me that this does not actually seem to be true? the hidden ones you can find after completing specific levels no matter how many waddles you get in the stage, and the non-hidden ones just seem to unlock on clear as well. are you certain this is correct?
Once you get a hold of the ice ability, Use ZL and ZR (the triggers) to become invincible. It's a good way to beat the bosses damageless too. Also (should have mentioned this earlier) you can freeze bosses in place too, and even like over-freeze them to the point where they explode and lose a large chunk of health.
