I think framer is a lot simpler to start with. The amount of time it takes to learn isn't much. You could learn framer in 2 days- 1 week if you watch videos and apply your knowledge diligently. The hardest parts of framer is the layout /formatting, and components. But, those are not hard to learn. With figma, it's way more flexible of a tool and has a lot more functions and apps, etc. If you start with framer and then learn figma, that may be easier.
There are cheat codes to making framer sites more flexible. But it requires knowing an additional tool, like figma and webflow, and how to configure them in the domain together when you publish

Well, in my opinion its hard to learn design in Framer. But if you're happy learning design in framer then why not!
