@@perutott "It was originally a Tamil movie." yes, from a movie inspired from a telugu poet called sri sri's writings and was shot simultaneously in both languages just like a million other films.. and it's murky ground always to draw a line... but the industry has settled to go with main director and producer to decide which should be original lang and so in this case yes it's a Tamil song as it has a Tamil director and a Tamil producer but you can't blame them for taking the telugu version.. we ourselves are pretty confused when it comes to bilingual movies.

This is how the song is created. In some old films the lyricist would write and the music director would make tune for that. Most of the songs till today the composer would compose a tune and the lyrist would write for that. A popular poem 'thamizhukku amuthendru per' written by the poet Bharathidhasan (which is also in the tamil subject in schools) was made into a beautiful song (a nice song for reaction) in the movie Panchavarnakkili by the duo MS Viswanathan and Ramamoorthy.

Guys, this was taken originally as a Tamil movie and the lyrics of the song was fantastic and the composition was awesome! MS Viswanathan was an amazing music composer before Illayaraja and AR Rahman! He is a more versatile and more underrated composer!

The only thing I understand from the comments is that Tamilians are too full of themselves. "AKALI RAJYAM" means "Hunger State" it means the youth of the country is faces so many hunger problems due to lack of sufficient jobs in the country. In this situation a love story is blendid బిట్వీన్ hero and heroine. This was super hit on those days. The director was k.Balachandar sir.

It really is the premise... you need to watch the movie to understand how a simple premise like that would work. This movie is a commentary on economic situation back then. "Akali Rajyam" name of the movie literally translates to the the "Hungry Capital" which id Delhi. A comment on India's central governing and a look into middle class Indians' life.
First of all, back in the day, Telugu and Tamil film industries were much closer related than it is today. It was shot for both languages though Tamil was the original by a hair if you look at some of the signboards and all the supporting actors. The character of the father is played by different actors , I think. But the movie , regardless of the language, is a classic that deserves to be restored and subtitled. The Telugu version songs are identical to the Tamil versions. However, the background of the song is Sridevi testing Kamalhassans command of the language and his creativity by humming a tune and having the Kamal character recite lyrics. The movie is about unemployed youth, and issues such as pride, respect, ego, class. Sridevi has never made a movie in Hindi that was like this one.
To be fair, the Telugu lyrics are slightly more elegant than the Tamil ones in this song though both versions are great.
