(Maybe there are some designed for PVC as well, I don't know.) Any handheld PVC cutter I have seen is a scissor like device as shown here. It cranks down just like this to cut through smaller diameter PVC.

I used some recently to clear thick vines and little trees from a baseball fields fence. You ever need anything relatively small, but hard to cut its a decent thing to have. I think most people should have a general tool droit of some kind.
