@@TheLEVED sadly, no. The manga specifically details that Saten doesn’t have potential. Regardless of her training, she will never increase her level following the normal student curriculum. It’s sad, but that’s just my opinion.

I used to prefer Misaka. But then I discovered Saten -- someone who reminds me of myself; someone whom I can relate with -- and switched preferences. Saten's my favorite "Toaru" character ☺.
